Beijing Will Overhaul the Property Management Enterprises in Product Safety

On July 5th, 2009, Beijing Municipal Commission of Housing and Urban-Rural Development held a meeting to promulgate the accident at the North District of New Hua Lian, Tongzhou District. The meeting discussed the plan and strategy to overhaul the product safety issues of the property management enterprises. The meeting issued Suggestions on Overhauling the City Wide Product Safety Issues of the Property Management Enterprises. Leaders from Beijing Safety Inspection Bureau, each district and county Construction Committee and Housing Management Bureau attended the meeting.

On July 3rd, 2009, after a serious safety accident occurred at the North District of New Hua Lian, Tongzhou District, the Commission decided to overhaul the product safety issues of the property management enterprises throughout the city. The Suggestions specified that property management enterprises bore the responsibilities in product safety. The legal person is the first person to be responsible, and primarily responsible for the product safety. During the safety campaign, every housing administrative department in charge from each district and county is required to cooperate with Beijing Administration of Work Safe, Beijing Municipal Commission of Development and Reform, Beijing Municipal People’s Government, Beijing Water Authority, Beijing Municipal Public Security and Fire Protection Bureau, and Beijing Bureau of Quality and Technical Supervision to help with public awareness as well as trainings. Every housing administrative department from each district and county is also required to urge property management companies and property projects to improve their safety awareness, as well as a clear responsibility for product safety, and implement the requirements of product safety.

According to the arrangement from the Commission, the safety campaign to overhaul the product safety issues of property management enterprises should be conducted as 4 stages: public awareness and motivating, self-examination and rectification, focused inspection and summary to report.

In the self-examination and rectification stage, each property management company is required to carry out self-examination and self-rectification process, thoroughly root out the hidden source for major accidents. For the problems in product safety and the weak links, each property management company is required to work out the plan of rectification, and fulfill approaches of rectification as well as the responsibilities.

In the focused inspection stage, every Housing Management Bureau from each district and county is required to lead the coordination with Beijing Administration of Work Safe, Beijing Municipal Commission of Development and Reform, Beijing Municipal People’s Government, Beijing Water Authority, Beijing Municipal Public Security and Fire Protection Bureau, and Beijing Bureau of Quality and Technical Supervision to set up a special inspection team to conduct an investigation with property projects one by one; and follow the principle of investigating while training as well as implementing while rectifying. Every Housing Management Bureau from each district and county is required to urge property management companies to implement a clear set of responsibility for safety and product supervision responsibility as well as make a clear sweep of risks and hidden danger of accidents.

The Commission required that the following activities should be conducted during the focused inspection stage:

“Five thorough Investigation”: investigate the property management enterprises with the establishment and implementation of responsibility system for product safety; investigate the property management enterprises with establishment and implementation of product safety regulations and operations; investigate the property management enterprises with the safety examination and elimination of hidden danger of accidents; investigate the staff of property management enterprises with their training, accidents settlement and responsibility ascription; investigate the property management enterprises with their contingency plan and drilling.

“Four All”: all enterprises without responsibility system for product safety or with unsound system must conduct rectification; all enterprises which do not provide security training to their new employees must conduct rectification; all specialists without certificates must stop working; all special equipments without proof of inspection must be ordered to stop for use.

“Eight achievements”: elimination of hidden danger of accidents in key enterprises and key places are achieved; significant hidden risk announcement, supervision and publicity are achieved; implementation of rectification obligation is achieved; enforcement program is achieved; strict supervision and penalty are achieved; service against hidden risk is achieved; re-examination against re-occurrence is achieved; and monitoring and publicity are achieved.

In order to ensure comprehensive rectification campaign, the Commission required all Construction Committee and Housing Management Bureau from each district and county to work firmly to ensure the elimination and investigation thoroughly without taking any chances. We must insist on inspecting while rectifying, training while implementing. Urge the enterprises to implement a clear responsibility for product safety and product supervision responsibility as well as make a clear sweep of risk and hidden danger of accidents. State-owned enterprises and enterprises with second rank should lead a good example in this comprehensive campaign.
