The “Property Service Quality Year” Event (the Event) was launched in Beijing’s National Convention Center 10^th January 2012, marking the official opening of property service quality year 2012. The meeting was presided over by deputy secretary-general of Beijing Municipal Government ZHANG YuPing. Vice mayor CHEN Gang and head of Supervision Division, Beijing Housing and Urban-Rural Development SHEN JianZhong attended the meeting and delivered important speeches. About 500 people, including main officials from district and county governments, housing and urban-rural development commissions, housing management bureaus, local property management industry associations, local property service evaluation supervision associations, representatives of home owners and property service enterprises, were present at the meeting.

Beijing Municipal Commission of Housing and Urban-Rural Development (the Commission) mobilized and deployed the “Property Service Quality Year” Event at the meeting. The aim of the meeting was to comprehensively implement Beijing’s property management policy and regulation system, upgrade property management overall level, regulate operation behavior of property service enterprises, gear up positive interaction between property service enterprises and home owners, boost healthy development of property management industry, and create a harmonious orderly social environment for the opening of the 18th National people’s Congress.

It was requested, at the meeting, of all property service enterprises to strengthen study of policies and regulations, consummate contracts and implement standard management, conduct internal training and skill competitions, publicize income and expenses of all property items, implement home property service standards, hold facility/equipment open week, propel home owner conference building, establish property service projects demonstration bases. In addition, property service evaluation association would organize a one-time service quality sample evaluation free to its members. The Event would also popularize green property management concept, hold property management industry development forum, elect famous brands enterprises based in Beijing, and select property service stars and top ten home owner committees.

The Commission also commended property service enterprises that were awarded Beijing Property Management Demonstration Projects 2011 at the meeting, the city’s property management industry association advocated the whole city to participate actively the Event; property service enterprise and home owner representative also spoke at the meeting.

Beijing’s exploration and innovation in property management work was confirmed by the Commission at the meeting; CHENG Gang, vice mayor of Beijing, put forward the following three points of requests as to how to implement the “Property Service Quality Year”: 1) be fully aware of the significance of the Event; 2) tasks should be defined, priorities should be spotted, and pertinence and effectiveness should be enhanced; 3) prepare meticulously, move forward steadily, so as to ensure the Event truly substantial.

The Commission said that the “Quality Year” Event would run through the whole year, and progresses would be reported in a timely manner.
