Recently, Beijing Municipal Government issued the Notice of Exchange of Public Rental Houses and Pilot Adjustment in Beijing (hereinafter referred to as the Notice) in which the exchange of public rental houses and adjustment works are listed in detail, further improving the work and life of families leasing public rental houses after moving in and improving the service efficiency of public rental houses in Beijing.
The Notice specifies that after moving in to public rental houses, with the approval of the housing owner, the family can exchange its allocated rental house with other leasing families of the same dwelling size. If the tenant family changed its job, it can apply for transfer to a public rental house project near its new workplace. The Beijing Municipal Commission of Housing and Urban-Rural Development will public the house resource exchange information in the housing security management information system. With that information, the tenant can log into the system and seek appropriate exchange subjects themselves, largely improving the dwelling convenience of the tenants of public rental houses.
The Notice also states that the tenants of public rental houses can apply to adjust the allocated rental house to mitigate dwelling difficulty if there is change in the family structure after moving in, such as a single couple getting married or the birth of a child. After district or county housing department has performed a re-check, those families meeting the requirements of rental house allocation conditions can apply for transfer to a larger dwelling; tenant who wish to transfer to a house with a smaller area for their own reasons can also apply for housing adjustment and the housing owner can make adjustments among vacant housing resources. The leasing house adjustment is integrally transacted in March and September each year and those families requiring house adjustment can apply for it in the corresponding specified time. Before the social public allocation, the housing owner will divide a certain rate of available vacant house resources to meet the demands required by families requiring house adjustment. If there is no house resource available for adjustment, the tenant can also register and take part in the allocation lottery of other public rental house projects while still renting their own house during the lottery period.
Along with the continuous delivery of public rental houses in Beijing, the management for the house tenants will have a tendency for humanization and refinement. The management department will take various measures that aim to solve the family house difficulties of new applicants while largely meet the housing re-adjustment demands required by existing tenants, improve the overall service efficiency of public rental houses in Beijing.
