The Beijing Municipal Government strictly reviews the design schemes for newly-built affordable housing and owner-occupied housing.

 The Beijing Municipal Government has recently introduced the Notice on the Review of Design Schemes for Affordable Housing (hereafter referred to as the “Notice”) which clearly requires the design schemes for all sorts of affordable housing and owner-occupied commercial housing to be incorporated into the Beijing Municipal Government’s housing security development plan and the annual affordable housing construction plan to be reviewed in accordance with prescribed procedures.

 To further enhance the quality management of affordable housing, the Beijing Municipal Government advocates the implementation of green building activities and industrialization, controls planning and design quality from the very beginning and organizes experts according to relevant regulations and strict procedures to conduct inspections on the project design plans and industrialized implementation schemes. The Beijing Municipal Government carries out key inspections on issues attracting widespread public attention and arousing heated responses including the overall layout, house type design, outdoor environment and public space decoration and forbids the construction of projects that fail to pass the inspection. Meanwhile, owner-occupied commercial housing is also placed under inspection.

 The Notice has clearly defined the hiring procedure for experts participating in design plan inspections and has published the list of the first group of experts participating in inspections. The first group of experts has long-term experience in the theoretical study and engineering design of residences and affordable housing, most of whom are members of the Beijing Municipal Government’s housing security expert committee. In the future, the Beijing Municipal Government will hire regularly hire relevant experts from the whole of society according to procedure in order to constantly improve increasingly scientific decision-making processes and the degree of democratization in Beijing.

 In recent years, the Beijing Municipal Government has achieved satisfactory results in improving its ability in affordable housing planning and design through the introduction of construction guidance regulations, the preparation of the standard atlas, the organization of design scheme exhibitions and many other measures.
