With regard to the hazy weather, the Beijing Municipal Commission of Housing and Urban-Rural Development will soon take action to suspend earthwork, building demolition and construction waste transportation Issued on: October 10, 2014  Views: 2386

 After the air pollution warning was issued, the Beijing Municipal Commission of Housing and Urban-Rural Development took immediate measures to enhance dust control over construction sites and demanded the Contractor suspend earthwork, building demolition and construction waste transportation according to requirements specified by relevant measures for on-site delicacy management and the orange alert. It also requested for them to strictly implement the 'five 100%' principle on construction sites and to appropriately increase their water sprinkling frequency to ensure dust-free construction sites.

 Yesterday, when the Municipal Heavy Air Pollution Emergency Headquarters issued a yellow alert concerning heavy air pollution, the Office of the Municipal Construction Engineering Emergency Headquarters immediately requested all units to respond by immediately issuing the yellow alert of the Emergency Plan for Heavy Air Pollution in Beijing’s Construction System and urged the Contractors of the works under construction within this district to actively respond by strictly implementing the emergency plan measures, sprinkling water to reduce dust and covering earthwork.

 At 10:40 this morning, the office of the Municipal Emergency Headquarters for Construction Projects started the yellow alert response of the Emergency Plan for Heavy Air Pollution in Beijing’s Construction System in an effort to demand the entire city suspend earthwork construction, building demolition and transportation by vehicles (including construction waste trucks and gravel trucks) prone to raise dust and requested that effective dust control measures including covering and water sprinkling measures must be strictly adopted at earthwork and building demolition sites. It also urged contractors to reduce outdoor and open operations as much as possible, while increasing the frequency of watering sprinkling on the construction sites to suppress dust.

 In the meantime, the housing and urban-rural development commissions municipal and district levels have already engaged in the organization of law-enforcement inspection. So far, the construction project safety and quality supervision agencies at municipal and district levels have conducted spot checks on 209 house construction and infrastructure projects and on four sections of railway projects. Based on the current inspection results, Beijing’s contractors are able to perform their construction dust control responsibilities and no construction sites failing to meet dust control requirements have been found. Nevertheless, the problems of inadequate covering and insufficient water sprinkling were found on a few construction sites and the inspection personnel immediately ordered them to be rectified.

 In addition to enhancing on-site law enforcement, the Beijing Municipal Commission of Housing and Urban-Rural Development also took full advantage of the video surveillance system to carry out inspections on construction sites, strengthened the supervision of dust control and nighttime construction waste transportation vehicles at construction sites and reinforced efforts on handling illegal activities.

 Up to now, 1,230 construction sites in Beijing required to install video surveillance systems have had them installed, of which 162 earthwork construction sites have had them installed.
