Beijing will further expand the scope of areas where field mix mortar is prohibited. From September 1 on, field mix mortar is prohibited for all new construction projects in regions such as central area and the economic and technological development zone.

To further implement the Notice of the People’s Government of Beijing Municipality on the Twelfth Stage Measures to Control Air Pollution in Beijing, and Notice on the Application of Pre-Mixed Mortar in Beijing Construction Projects (Jin Jian Cai NO. [2006]232) issued by the BMCC, the Beijing Reform and Development Commission, the Beijing Municipal Commission of Urban Planning and Beijing Environmental Protection Bureau, the Notice on Further Prohibition against Field Mix Mortar in Construction Projects (Jin Jian Cai NO. [2007]897) (hereafter referred to as The Notice) has been jointly issued by the BMCC and the Beijing Municipal Commission of Urban Planning, as a response to the requirements of the Notice on Prohibition against Field Mix Mortar in Urban Areas issued by Ministry of Commerce of the PRC., The Ministry of Public of the PRC., Ministry of Construction of the PRC., Ministry of Communications of the PRC., General Administration of Quality Supervision，Inspection and Quarantine of the PRC. and the State Environmental Protection Administration of China . In The Notice, the scope where field mix mortar is prohibited is expanded and more efforts has been made to popularize the application of pre-mixed mortar.

The Notice stipulates that, from September 1 on, field mix mortar is prohibited for all new construction projects in the central area and the Beijing economic and technological development zone (central area refers to the area which is bounded by Fuzhuang in the east, Qinghe in the north, Shijing Mountain in the west and Nanyuan in the south with a recent addition of Huilongguan and the north of Beiyuan ). The adoption of pre-mixed mortar is required for new construction projects in the central area and the Beijing economic and technological development zone, construction projects in other zones which apply for the title of high quality and civilization construction project and construction projects invested by the government, and relevant arrangements shall be included in the construction design, project bidding management and the audit record of energy conservation of construction projects.

The Notice stipulates that, for those projects fail to satisfy the pre-mixed mortar requirements, they will be disqualified for the examination on construction design and energy conservation. Construction licenses shall not be granted until the project design is satisfactorily modified and pass relevant examinations construction organizations which do not meet design requirements will be punished in accordance with the law; construction projects which do not apply pre-mixed mortar according to the regulations cannot participate in the contest for the construction site civility and safety and the construction quality awards. Moreover, the application of pre-mixed mortar will be taken into consideration for the appraisal of construction enterprise’s qualification and personnel’s qualification; any enterprise or individual whoever violate the regulation will be deducted performance points and criticized, degraded or disqualified if points being accumulatively deducted reach a certain amount in one year.Recently, the BMCC will organize and expand special examination of prohibition against field mix mortar as to further implement the regulations of The Notice.
