Notice of Beijing Municipal Committee of Housing and Urban-Rural Development and Beijing Municipal Finance Bureau on Improving the Subsidy Policy for Public Rental Housing

  To the Committees of Housing and Urban-Rural Development of all districts, Committees of Housing and Urban-Rural Development of Dongcheng and Xicheng Districts (Real Estate Bureaus), the Construction Bureau of the Economic and Technological Development Zone (Real Estate Bureau) and all district finance bureaus:

  To further reduce the rental burden of households renting public rental housing (hereinafter referred to as 'public rental housing') and to promote the public rental housing subsidy system to be more reasonable, in accordance with the Public Rental Housing Management (Housing and Urban-Rural Construction Decree No. 11), Notice of Housing and Urban-Rural Construction, Ministry of Civil Affairs and Ministry of Finance on Housing Assistance (Construction Protection [2014] No. 160), and Notice of Beijing Municipal People’s Government on Strengthening Public Rental Housing Construction and Management (Beijing Government [2011] No. 61), and approved by the municipal government, this Notice on improving the subsidy policy of public rental housing is as follows:

  I. Unify application conditions of public rental subsidies

  (I) Public rental households with urban registrations in the six urban districts of Mentougou District, Tongzhou District, Shunyi District, Daxing District, Fangshan District and Changping District can apply for rental subsidies if they meet the following four conditions at the same time:

  1.    Family per capita monthly income should not be higher than RMB 2,400 in the 12 months previous to the month in which they apply;

  2.    They have no other housing except public rental housing;

  3.    The total net asset value of families with no more than 3 people should be less than RMB 570,000; the total net asset value of families with no less than 4 people should be less than RMB 760,000;

  4.    The rented public housing is acquired through public rental distribution by municipal and district housing management departments.

  (II) For households with urban registrations in Huairou District, Pinggu District, Miyun County and Yanqing County, the family per capita monthly income and family total net asset value required for the application of public rent subsidies should be determined by the district government. Other conditions are the same as those for the districts above. Applications can be implemented after being approved by the municipal housing management departments and municipal finance departments.

  II. Adjust the standards of public rental housing subsidies

  (I) The public rental rent subsidy formula is as follows:

  Public rental rent subsidy = public rental rent standard × subsidy proportion × subsidized area

  (II) Public rental subsidized area

  The maximum construction area allowed for public rental housing subsidy is 60m2. If the construction area of the rental household exceeds the maximum subsidized area, the maximum value is taken as the subsidized area; if the construction area of the rental household is lower than the maximum subsidized area, the actual rented area is taken as the subsidized area.

  (III) Divide the subsidy proportion

  In addition to Huairou District, Pinggu District, Miyun County and Yanqing County, other districts implement unified divided subsidy proportions as follows:

  1.    For families of the urban minimum living standard and poor people of decentralized support with public rental housing approved by the Ministry of Civil Affairs, the subsidy proportion is 95%;

  2.    For urban low-income families with public rental housing approved by the Ministry of Civil Affairs, the subsidy proportion is 90%;

  3.    For families with public rental housing whose per capita monthly income is no more than RMB 1,200, the subsidy proportion is 70%;

  4.    For families with public rental housing whose per capita monthly income is between RMB 1,200 (not inclusive) and 1,600 (inclusive), the subsidy proportion is 50%;

  5.    For families with public rental housing whose per capita monthly income is between RMB 1,600 (not inclusive) and 2,000 (inclusive), the subsidy proportion is 25%;

  6.    For families with public rental housing whose per capita monthly income is between RMB 2,000 (not inclusive) and 2,400 (inclusive), the subsidy proportion is 10%.

  The subsidy proportion of Huairou, Pinggu, Miyun and Yanqing is 95%. Subsidized objects with 90% should coincide with the districts mentioned above. Other family income subdivision lines corresponding to the subsidy proportions should be determined by the district government. Applications can be implemented after being approved by the municipal housing management departments and municipal finance departments.

  (IV) Increase public rental housing subsidies for three types of family including those with severe disability

  Families with a subsidy proportion lower than 95% that meet one of the following conditions may apply to the housing management departments of sub-district offices (township people’s governments) for an increase in rental subsidies:

  1.    There are family members with severe disabilities;

  2.    There are family members suffering from serious illnesses;

  3.    Family members are older than 60 and have no children.

  Rental subsidies can be increased to a higher level after first being examined by the housing management departments of the sub-district offices (township people’s governments) and secondly reviewed by the district housing management departments.

  (V) Establish a rental subsidy mechanism for families with special difficulties

  For families with special difficulties which are unable to afford public housing rent after receiving subsidies for public rental housing based on this Notice approved by the district government, the district government can increase the subsidies as appropriate. The fees should be borne by the district government.

  III. Implement the policy convergence

  (I) Families with low-rent housing or low-rent housing rent subsidy eligibility can continue to apply for rental subsidies for public rental housing. The district housing management departments should check and ratify the standard public rental subsidies in accordance with the Notice on Public Rental Housing Subsidy Objects and Subsidy Standards (BMCC Law [2012] No. 11). For families with low-rent housing or low-rent housing rent subsidies which meet the conditions specified in this Notice, the public rental subsidies should be checked and ratified in accordance with the provisions of this Notice after the district housing management departments cancel the low-rent housing or low-rent housing rent subsidy eligibility.

  (II) For families which have already had public rental subsidies before the implementation of this Notice, the public rental subsidies should be released based on the adjusted amount from the month after that in which they received approval after being determined to meet the conditions in this Notice.

  (III) After this Notice is issued, the district housing management departments should make preparations for the adjustment of public rental subsidies in advance so as to ensure the smooth implementation of the subsidy adjustment.

  IV. This Notice will take effect as of November 1st, 2015.
