Notice of Beijing Municipal Committee of Housing and Urban-Rural Development on Adjusting Beijing’s Housing Resettlement into New Price Evaluation Technical Standard Release Mechanism

To the Committees of Housing and Urban-Rural Development of all districts, Real Estate Bureaus, Housing Acquisition Offices, the Municipal Real Estate Valuation Industry Association, and all other relevant units:

According to the State Council’s general idea of the transformation of government functions involving 'streamlining administration and delegating power to the lower levels, combining delegation with regulations and optimizing services', and in combination with the requirements of the Notice on Issuing the Beijing Pricing Catalog (JFGG [2015] No. 1) issued by the Municipal Development and Reform Commission, after communication with relevant departments, this Notice on adjusting the municipal housing resettlement into the new price evaluation technical standard release mechanism is as follows:

1. The Notice of the Beijing Municipal Land Resources & Housing Authority and Beijing Municipal Price Bureau on the Issuance of Beijing Municipal Housing Resettlement into the New Price Evaluation Technical Standard (JGTFGC [2003] No. 808) shall be abolished from date of implementation of this Notice.

2. After the abolishment of the Notice of the Beijing Municipal Land Resources & Housing Authority and Beijing Municipal Price Bureau on the Issuance of Beijing Municipal Housing Resettlement into the New Price Evaluation Technical Standard (JGTFGC [2003] No. 808), the evaluation of the new price resettlement of varied housing during acquisition and demolition should be managed by the market regulation price. Please implement the Beijing Municipal Housing Resettlement into New Price Evaluation Technical Standard released and updated by the Municipal Real Estate Valuation Industry Association.

3. The Municipal Real Estate Valuation Industry Association should dynamically adjust the housing resettlement into the new price evaluation technical standard in accordance with the market conditions. The Municipal Committee of Housing and Urban-Rural Development should strengthen the guidance of the related work.

4. This Notice will take effect as of June 1st, 2016. Projects issued with the house acquisition decision or approved for a demolition permit before the implementation of this Notice are still subject to the provisions of the Notice of the Beijing Municipal Land Resources & Housing Authority and Beijing Municipal Price Bureau on the Issuance of Beijing Municipal Housing Resettlement into the New Price Evaluation Technical Standard (JGTFGC [2003] No. 808).
