In order to carry out the implementation of the relevant requirements of the Notice on the Implementation of Supervision for the Production Quality of Ready-mixed Concrete in Affordable Housing Projects (on Trial) (JJF [2014] No. 20) (hereinafter referred to as 'document No. 20'), relevant matters on mill supervision are hereby supplemented and notified as follows:

I. The affordable housing projects referred to in this Notice include economically affordable housing, public rental housing, low-cost commercial housing and owner-occupied commercial housing, as well as urban shantytown renovation resettlement housing brought into the indemnificatory housing construction plan of Beijing.

II. Affordable housing projects and the underground parts of other projects shall be regarded as a whole, so the underground parts shall be brought into the scope of mill supervision. Kindergartens, schools, community service housing for the aged and community service housing under synchronous construction shall also be brought into the scope of mill supervision.

III. For affordable housing projects with the implementation of mill supervision, the construction unit shall sign a contract with the mill supervision unit in which the time limit of mill supervision shall be clearly stated. In theory, the time limit shall start from the engineering foundation construction and end with the capping of the main concrete engineering structures.

IV. Before affordable housing projects come into operation, the construction units shall entrust mill supervision in a timely manner. If not, they shall be ordered to make corrections by the Beijing Municipal Commission of Housing and Urban-Rural Development or the district and county commissions of housing and urban-rural development. The construction units shall entrust quality test institutions with conducting entity inspections of the concrete strength of completed construction parts, and the construction shall only resume when the quality is determined to be qualified.

V. For projects with two (inclusive) or more ready-mixed concrete production supply units, the construction unit shall entrust one of the supervision units to carry out the mill supervision of ready-mixed concrete production units, and sign a mill supervision contract with them.

VI. When signing the mill supervision contract, the construction unit shall ensure that the project supervision unit and the mill supervision unit shall not be the same. The project supervision unit and the mill supervision unit shall make their respective responsibilities clear, carry out their divisions of labor well and ensure the production quality of ready-mixed concrete.

VII. This Notice will take effect as of February 1st, 2016.
