
Notice on Strengthening the Sales Management of Business Apartments and Commercial & Office Projects in Tongzhou District

To all relevant units:
In order to promote the stable and healthy development of the real estate market in Tongzhou District, with referral to the approval of the municipal government, as of the day after the issue date of this Notice, and based on the implementation of the Notice on the Implementation of the Spirits of the General Office of the State Council Documents and Further Strengthening the Regulation of the Real Estate Market of Beijing, Issued by the General Office of the People's Government of Beijing Municipality (JZBF [2011] No. 8), the Notice on the Implementation of the Spirits of the 'Notice on the Further Regulation of the Real Estate Market Issued by the General Office of the State Council' and Further Regulation of the Real Estate Market of Beijing Issued by the General Office of the People's Government of Beijing Municipality (JZBF [2013] No. 17) and the Notice on Strengthening the Sales Management of Commercial Housing in Tongzhou District Issued by the Beijing Municipal Commission of Housing and Urban-Rural Development and the People’s Government of Tongzhou District of Beijing (JJF [2015] No. 12), the sales of business apartments and commercial and office projects (including business offices and supporting businesses, and similarly hereinafter) shall abide by the following regulations:
I. For business apartments in Tongzhou District
(I) If the business apartments are sold to households, the households shall meet one of the following requirements:
1. Households on the census register of Beijing and without housing (including the households of military personnel in active service of troops stationed in Beijing and armed police in active service, as well as households with an effective Work Residence Permit of Beijing, and similarly hereinafter) or single people.
2. Households on the census register of Beijing or with one housing unit already.
3. Households not on the census register of Beijing or without housing in Beijing but with the continuous payment of social insurance or individual income tax for five (inclusive) or more years in Beijing.
(II) Sales of business apartments in Tongzhou District shall be suspended for the following households:
1. Single people on the census register of Beijing and with one or more housing units already, as well as households not on the census register of Beijing.
2. Households on the census register of Beijing as well as with two or more housing units already.
3. Households not on the census register of Beijing that cannot provide proof of the continuous payment of social insurance or individual income tax for five or more years in Beijing.
(III) Business apartments in Tongzhou District bought by households shall be calculated into the number of their housing units at the moment of the verification of their house-purchasing qualifications.
II. For commercial and office projects in Tongzhou District
New commercial and office projects shall be sold in accordance with planning purposes, which means they shall only be sold to enterprises and public institutions or social organizations. When they are bought and sold again by the units mentioned above , they shall still only be sold to enterprises and public institutions or social organizations.
III. The re-sale of business apartments as well as commercial and office projects in Tongzhou District bought by households or individuals before this Notice is issued shall be carried out in line with the original provisions. Other provisions concerning the sales management of business apartments as well as commercial and office projects in Tongzhou District remain unchanged.
