
Notice on Issues Regarding Strengthening the Management of Property Service Assessment & Supervision Institutions

To the Committees of Housing and Urban-Rural Development of all districts, the Municipal Housing Administration Bureau, the Municipal Property Management Association, the Municipal Property Management Assessment and Supervision Association, and all other relevant units:
Since the property management assessment and supervision system was established in the Beijing Property Management Regulations (Municipal Government Notice No. 219) in 2010, the property management assessment and supervision market has gradually become more mature in its development over more than 5 years. To further promote the market-oriented development of property management assessment and supervision, and strengthen the management of property service assessment and supervision institutions, the related issues are hereby notified as follows:
I. Before the transaction of commercial housing pre-sale permits or existing-home sale, construction units shall determine their property service assessment and supervision institutions for the assessment of upfront property services fees in the list of property management assessment and supervision institutions issued by the municipal housing administrative departments in charge.
II. Credit files of property service assessment and supervision institutions shall be established in Beijing. The municipal and district housing administrative departments in charge shall strengthen the supervision and regulation of the operations of property service assessment and supervision institutions, and such illegal acts as carrying out assessment and supervision by violating certain municipal regulations, or producing assessment and supervision reports with bias, false contents, misleading statements or major omissions, shall be investigated and punished in line with the relevant laws and regulations, recorded in enterprise credit files and published to the public.
III. This Notice will take effect as of June 1st, 2016. From the date of the issuance and implementation of this Notice, the Notice on Related Issues Regarding Further Standardizing Property Service Assessment & Supervision Activities (JJF [2011] No. 2) issued by the Beijing Municipal Commission of Housing and Urban-Rural Development will be repealed.
