
Notice on Several Regulations on the Implementation of Fully Decorated Housing Delivery in Indemnificatory Housing

To the Committees of Housing and Urban-Rural Development of all counties and districts, Committees of Housing and Urban-Rural Development of Dongcheng and Xicheng Districts, the Construction Bureau of the Economic and Technological Development Zone and all other relevant units:
In order to carry out the implementation of the Notice on Related Opinions on the Implementation of Fully Decorated Housing Delivery in Indemnificatory Housing of Beijing (reference number to be confirmed), improve the management mechanism and safeguard the lawful rights and interests of home buyers, the relevant issues are hereby notified as follows:
I. Make quality responsibilities clear. The project development and construction unit shall be the first entity responsible for the overall quality, sales and after-sales services of fully decorated housing delivery of indemnificatory housing (hereinafter referred to as 'fully decorated housing delivery').
The construction units and suppliers of materials and components shall be responsible for the relevant construction and product quality.
II. Promote industrialized technologies: the modernization of the housing industry shall be vigorously promoted. Actively promote interior industrialized fabricated decoration, and encourage and support the adoption of the separation technology of pipelines and structures. The major construction structures and decoration shall be designed in an integrated manner and regarded as highlights of the expert review of the indemnificatory housing design plan.
III. Elaborate the standards of implementation: economically affordable housing and price-restricted commercial housing shall implement fabricated decoration in accordance with the decoration standards of public rental housing. At the present stage, the decoration methods of owner-occupied commercial housing shall refer to those of public rental housing, and the decoration standards shall not be inferior to those of public rental housing. The development and construction unit shall clearly state the decoration details in the house purchasing contract, including the selected materials and components, as well as the brands and models of the equipment, and strictly carry out the List of Promoted, Restricted and Forbidden Construction Materials in Beijing. The decoration standards of shantytown renovation resettlement housing shall be determined by all district and county governments.
IV. Strengthen quality supervision: the municipal, district and county construction project quality and safety supervision institutions shall bring the quality of fully decorated housing delivery into the key regulatory scope of project quality. Supervision units shall establish the project supervision scheme for fully decorated housing delivery and strengthen construction supervision. The development and construction unit shall organize the site's open day activities after the project is completed and accepted, as well as inviting the home buyers one month before the formal delivery to conduct a preliminary home inspection with a focus on the verification of decoration functions of use. The development and construction unit shall make detailed records, collect the problems found in the process of preliminary home inspection and conduct timely rectification. Furthermore, the unit shall also provide the home buyers with the Indoor Air Quality Test Report, the Residential Quality Guarantee and the Residential Usage Instructions at the moment of formal delivery.
V. Complete decoration fund supervision: the decoration costs of fully decorated housing delivery shall be reckoned in the key regulatory limit of pre-sale funds so as to bring the supervision function of banks into full play and ensure that the funds are used with priority for project construction.
VI. Implement the prototype room system: the development and construction unit shall publish the decoration details to the public before the project lottery, and prepare prototype rooms at the scene of the project. Prototype rooms shall be open to all home buyers, and shall be kept for six months after the housing delivery. The materials, components and equipment of the prototype rooms shall be consistent with those stated in the house purchasing contract, thereby making it convenient for home buyers to gain a visual understanding of the decoration details, as well as strengthening supervision in accordance with decoration standards.
VII. Establish the assessment and identification mechanism: in the link of housing delivery and acceptance, or within the quality warranty period, the construction unit shall properly handle problems concerning project quality in accordance with certain regulations. Divergence or disputes concerning project decoration quality between home buyers as well as development and construction units shall be coordinated and solved in line with the relevant requirements of the Administrative Regulations on Complaints Concerning Project Construction Quality of Beijing.
