
Notice on Related Opinions on the Implementation of Fully Decorated Housing Delivery in the Indemnificatory Housing of Beijing

To the Committees of Housing and Urban-Rural Development of all districts (departments of housing management), Committees of Housing and Urban-Rural Development of Dongcheng and Xicheng Districts, the Construction Bureau of the Economic and Technological Development Zone, all district and county development and reform commissions, all branches of the Municipal Bureau of Land Planning, and all other relevant units:
In order to deeply implement the 18th National Congress of the Communist Party of China, as well as the Third and Fourth Plenary Session of the 18th Central Committee of the Communist Party of China, transform the development pattern of the construction industry of Beijing and the construction pattern of indemnificatory housing, improve the quality of indemnificatory housing and build a harmonious and livable city, in accordance with the Notice on Forwarding the Green Building Action Plan by the Beijing Municipal Development and Reform Commission and the Beijing Municipal Commission of Housing and Urban-Rural Development (GBF [2013] No. 1) issued by the General Office of the State Council, and the Several Guiding Opinions on the Implementation of Green Building Actions in the Indemnificatory Housing of Beijing (JJF [2014] No. 315), and with referral to the approval of the municipal government, the relevant works on the implementation of fully decorated housing delivery in the indemnificatory housing of Beijing are hereby notified as follows:
I. Fully understand the importance of the implementation of fully decorated housing delivery in indemnificatory housing
Indemnificatory housing is a program invested in and led by the government. Decoration serves as an indispensable part in the construction industry chain. The implementation of fully decorated housing delivery in indemnificatory housing, as well as the attempt to transform indemnificatory housing into green indemnificatory housing, can effectively promote energy conservation and emissions reduction, improve the utilization efficiency of materials, reduce site construction waste and environmental pollution, boost the synergetic development of such upstream and downstream industries as design, construction materials, transportation and installation, and stimulate the growth of the national economy on the basis of improving the safety, health and comfort of indemnificatory housing, all of which have a demonstration effect on the transformation of the overall construction industry towards high quality and refinement, as well as having great importance for reducing the burden of home buyers, improving living quality and promoting community harmony.
II. Basic principles
(I) Government leading and market operation: the relevant departments at all levels of the government shall cooperate wholeheartedly and put forward feasible standards and effective supervision measures in such aspects as land transaction, the examination and approval of project establishment, planning and design, construction costs, quality of construction materials, construction and installation, sales and property management in accordance with their respective responsibilities so as to ensure the reasonable connection of all links, as well as the orderly advancement of the work as a whole. Meanwhile, the basic functions of the market regulatory mechanism and resource configuration shall be brought into full play to create a market environment that is favorable to the development of the decoration industry. Efforts shall also be exerted to cultivate a group of key enterprises with both willingness and strength; such enterprises shall play a demonstration and leading role by encouraging them to undertake operations in an active manner, forming scale effects and highlighting the advantages in quality and price.
(II) Comprehensive promotion and classified implementation: great importance shall be attached to the promotion and implementation of qualified government-invested projects. Other projects shall be implemented gradually step by step under the premise of complete policies, full funds, feasible technical routes and the recognition of the people. The fully decorated housing delivery of indemnificatory housing projects shall be fully implemented in 2015. According to different housing natures and combined with respective construction and management characteristics, as well as the demands of the relevant people, the decoration standards of implementation shall be formulated in a scientific manner so as to guide the rational consumption of residents and help them to choose housing products with a moderate area, reasonable functions and moderate decoration that can meet the demands of their families.
III. Scope of implementation
Fully decorated housing delivery shall be fully implemented in Beijing's public rental housing, economically affordable housing, price-restricted commercial housing, shantytown renovation resettlement housing and owner-occupied commercial housing.
IV. Standards of implementation
(I) Economically affordable housing and price-restricted commercial housing shall implement fabricated decoration in accordance with the current decoration standards of public rental housing.
(II) Development and construction units shall establish decoration plans for shantytown renovation resettlement housing and owner-occupied commercial housing, and organization and implementation shall be carried out in line with the plans. Fabricated decoration is encouraged, and the specific forms and contents shall be confirmed through resettlement agreements or house purchasing contracts.
V. Time arrangements
(I) From May 1st, 2015, new projects purchased by the Municipal Indemnificatory Housing Construction and Investment Center shall be the first to implement fully decorated housing delivery.
(II) From October 31st, 2015, new projects brought into Beijing's annual indemnificatory housing construction plan (including owner-occupied commercial housing) shall implement fully decorated housing delivery.
VI. Clearly understand the entity responsibilities of all departments
All departments shall strengthen their responsibility consciousness, clearly understand their functions, introduce regulatory measures, and regard it as an important task to carry out the implementation of the fully decorated housing delivery of indemnificatory housing.
(I) The planning department shall formulate requirements for fully decorated housing delivery in planning conditions, and further guide the design units to adopt the integrated standard design of civil engineering decoration for projects with the implementation of fabricated decoration.
(II) Based on the planning conditions or relevant documents of approval issued by the Planning Administrative Department, the Land Department shall clearly require the bid winner or auction winner to implement fully decorated housing delivery in line with the Notice in the bidding, auction and listing documents. Projects in which the land is obtained by means of transfer and approved selling shall be clearly stated in the project's land supply documents.
(III) The housing and urban-rural development department shall strengthen project quality and safety supervision, establish a special decoration supervisory mechanism to ensure that the product quality and construction quality reach the standards; establish a list of qualified suppliers, construction materials and components, carry out the admitted evidence management of product quality certification for integrated components used in project decoration, bring it into the construction engineering materials purchase record management system and the construction materials supply units credit rating system, and carry out supervision.
(IV) Development and construction units shall strictly carry out the household acceptance system, establish an open day system and decorated prototype room system, publicly publish the categories and brands of decoration construction materials and components in the link of housing sales, and clearly state such details in the house purchasing contract.
VII. Strengthen safeguard measures
(I) Integrate industry resources: actively cultivate a number of industrial chain group enterprises or joint ventures integrating development, design, construction and installation, and establish and issue a list of whole industry chain group enterprises.
(II) Promote advanced technology: adopt industrialized decoration methods and achieve the separation of equipment pipelines and structures by implementing a fabricated decoration technical system to effectively improve living quality and prolong the service life of housing, and gradually guide the transformation of the decoration industry from the inefficient handicraft workshops type to the integrated and high-efficiency large-scale industry type.
(III) Complete the supporting policies: inspire the endogenous power of enterprises to get involved in scientific research innovations and project construction through the comprehensive application of economic, administrative, legal and financial means. Elaborate later-period management measures, and effectively state and supervise all the behavior of home buyers after living in the fully decorated housing.
(IV) Strengthen capacity building: strengthen the training of the staff in construction planning, design, construction, installation and management, organize a decoration design plan contest and exhibition activities, develop extensive exchange and cooperation on a national scale, and draw lessons from advanced experience both at home and abroad.
(V) Carry out publicity and education: actively promote policies, measures, typical cases and advanced technologies in a variety of forms, raise people’s awareness of such advantages of fully decorated housing delivery as quality, environmental protection, price, duration and later-period maintenance, and advocate this new concept in consumption.
This Notice will take effect as of the date of issue.
