
Circular on Issuance of Planning and Design of Beijing Common property housing and Livable Construction Guideline (Trial)

People’s governments in all district, municipal committees, authorities and bureaus and all units concerned:
To implement the orientation that “House is used for living, not for speculation”, construct an international first-class harmonious and livable city, further improve the planning, design, and construction delicacy management level of common property housing in Beijing and improve the quality of common property housing, Beijing Municipal Commission of Housing and Urban-rural Development and Beijing Planning and Land Resources Management Committee research and formulate the Planning and Design of Beijing Common property housing and Livable Construction Guideline (Trial) (“Guideline”) which is hereby issued with the approval of Beijing Municipal Government and shall be earnestly implemented. The relevant implementation issues are hereby notified as follows.
I. This circular and the Guideline attached hereto shall apply to the land supply, planning, design, construction and supervision management activities of new common property housing within the administrative region of Beijing.
II. The municipal planning and land department shall specify in the selling (tendering) document of right of state-owned construction land use that “the Guideline shall apply”. The development and construction unit shall conduct scientific decision-making, obtain the right of construction land use and ensure the housing quality according to the technical requirements in the Guideline. Bid inviting with program should be encouraged. District people’s government could organize and formulate the planning and design scheme in advance according to the Guideline, which will be as the annex to the selling (tendering) document after being reviewed by the expert and published.
III. The development and construction unit, the design unit, and the organization reviewing construction drawing design document shall conduct the design and working drawing review and ensure the design quality according to relevant laws and regulations and the Guideline. Where the construction standard promised by the development and construction unit is higher than that in the Guideline, the relevant administrative department shall review the planning and design scheme based on the construction standard promised by the development and construction unit, and shall carry out daily supervision according to the law.
IV. The expert review system for common property housing planning and design scheme shall be strictly implemented. The municipal planning and land department and the municipal commission of housing and urban-rural development shall organize experts to review the design scheme, and optimize the design scheme according to the Guideline. The review shall be divided into two stages (i.e. planning and design scheme review and full decoration design scheme review). The full decoration design scheme review shall be completed before the working plan review and shall be carried out using the decoration prototype room.
V. During project general contracting, design, construction, supervision, building materials procurement and other bidding steps, the quality requirements in the Guideline concerning the delivery of fabricated building and full decoration finished housing shall be explicitly specified in the bidding document.
VI. As for the construction of common property housing, the construction quality lifelong responsibility system and the construction completion permanent identification system shall apply, and the construction shall be supervised by the public. Each participating unit shall strengthen construction process quality control, strictly control the quality of materials and perfect the quality control system. The construction quality supervision department shall enhance the quality supervision during the construction, and include fabricated building and full decoration finished housing delivery in the key supervision scope of construction quality.
VII. The development and construction unit shall build “trial prototype room”, “process prototype room” and “finished prototype room” according to the planning and design scheme, and receive the expert review. The development and construction unit shall let the house buyers pre-inspect the house after the project passes the completion acceptance and one month prior to formal delivery.
VIII. The development and construction unit shall be fully responsible for the overall quality and after-sale service of the common property housing. During formal delivery of house, the Indoor Air Quality Test Report, the Residential Quality Guarantee and the Residential Manual shall be issued to the buyer, and the Residential Quality Guarantee and the Residential Manual shall comply with the Guideline and the requirements in the standards promised.
IX. The municipal planning and land department and the municipal commission of housing and urban-rural development shall take full advantage of the market information publication platform to disclose such circumstance where any participating unit fails to implement any planning and design scheme which has been reviewed and approved, give full play to the integrity information of the participating units during the granting and bidding of the right of state-owned construction land use, and urge the parties concerned to improve the quality of common property housing.
X. Full decoration finished house delivery shall apply to the common property housing, and the internal decoration shall not be dismantled within 5 years from the dare of house delivery agreed.
XI. Reinforce community self-governance function, and combine community self-governance with shared governance. Promote “participative” community negotiation mode, build a good community communication space, give play to community vitality, forge a livable environment for learning and exercise, include library and gymnasium in the standard configuration, offer place for community communication, and the people’s government at the place where the building is located should propose the construction scale and standard as required before land grant.
XII. This notice shall be in force from September 30, 2017. Other projects included in the common property housing management shall be subject to this Notice.

Planning and Design of Beijing Common Property Right and Livable Construction Guideline (Trial)
1. General
1.0.1 To standardize and guide the management of common property housing planning, design and construction in Beijing, improve the quality of common property housing, this Guideline is hereby formulated in accordance with the relevant rules and regulations of the state and Beijing and based on the practical situation of Beijing.
1.0.2 This Guideline shall apply to the land supply, planning, design and construction activities of new common property housing within the administrative region of Beijing.
1.0.3 The common property housing shall be planned, designed and constructed in accordance with the applicable, economic, safe, green and beautiful requirements. Fabricated construction and full decoration finished housing delivery shall be fully implemented, and the green building two-star or above standard shall apply. The new concept of “internet + urban planning and construction management” shall be advocated.
1.0.4 Any matters not covered herein shall be subject to the rules and regulations in force issued by the state and Beijing concerning the residential planning, design, building construction and completion acceptance standards.
2. Planning layout
2.1 General provisions
2.1.1 The common property housing in six districts of Beijing (i.e. Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District and Shijingshan District, similarly hereinafter)shall be oriented by intensive planning, give full play to the public service facilities and promote the concept of “small house big family”. The construction planning indicators related to the storey height, area and plot ratio, etc. of common property housing not in the six district of Beijing could be moderately loosened.
2.1.2 During the planning and construction of common property housing residential district, the conditions for the basic living and social activities of the aged and the disable shall be provided.
2.2 Planning and site selection
2.2.1 For the purpose of job-housing balance, the site for common property housing shall be selected based on the overall urban planning, urban function distribution and regional industry distribution of capital.
2.2.2 As for the site selection of common property housing project, such region with complete public service facility and municipal infrastructure conditions shall be given preference to, and the project shall be closely connected with public traffic system and rail traffic network.
2.3 Planning control index
2.3.1 Plot ratio, building density, building height, green space ratio and other comprehensive technical and economical indicators shall meet the requirements of detailed regional control planning. The plot ratio of common property housing project in the six districts of Beijing shall not be higher than 2.8 while that in other districts shall not be higher than 2.5 in principle.
2.4 Planning and design
2.4.1 Urban block system shall apply to the common property housing, and the planning, construction and management of the common property housing shall be based on the mode of “wide-opening and small-enclosing”. The transportation streamline shall be reasonably organized, and separation of pedestrian and vehicles shall be realized within the enclosed group.
2.4.2 The planning and design of common property housing shall have a reasonable layout and a compact space and take full advantage of the space, and the reasonable dwelling scale shall be determined according to the demand.
2.4.3 The planning and design of common property housing shall meet the urban design requirements, and pay attention to the overall environmental effect of building shape and space. The Building Elevation Design Instructive Atlas for Policy-related House in Beijing may be referred to.
2.4.4 The motor vehicle parking space shall have a reasonable layout and should be concentrated arranged. The number of parking space shall meet the relevant laws, policies, standards, specifications and other requirements. The number of parking space in six districts of Beijing shall not be lower than 1.0 car per household and that of other districts of Beijing shall not be lower than 1.1 car per household. Where there are mature supporting facilities for mobile internet car-sharing travel platform in the common property housing community, the motor vehicle parking space indicators may be overall adjusted based on practical situation.
The sidewalk passages in the underground parking shall be connected with the residence or be set in the location convenient for transportation; elevator shall be provided at the sidewalk passages in the underground parking. As for mechanical parking space, the effect of parking efficiency on parking and surrounding roads should be fully considered, and the parking space gap should be appropriately increased. The electrocar parking space shall be constructed according to the Configuration Indicators for Residential Public Service Facilities in Beijing, and the self-use charging facilities should be provided according to the requirements of related documents.
2.4.5 Bicycle parking space should be set above the ground, and the bicycle parking space demand should be considered based on the public space condition.
2.4.6 Waste resources recycle bin and public toilet included in the supporting facilities shall not be built on the ground floor.
2.5 Greenery landscape and public space
2.5.1 Site design and building composition shall be based on the current landform so as to protect the original natural water area, wetland and vegetation within the site; plants which adapt to local climate and edaphic conditions should be planted, and the plants’ visual hierarchy, leaf color texture, tree form and canopy and colors in four seasons should by fully considered. Arbores, thicket and grass should be used for multi-storied planting, megaphanerophyte should be planted as greening skeleton, and trees planted in green space shall not be less than 3 plants/100 square meters.
2.5.2 The residential area environment shall have greenbelt, landscape design and microenvironment treatment, and the setting of outdoor activity space, pedestrian system and featured landscape should be overall considered.
2.5.3 The community supporting public service facilities shall be subject to the Configuration Indicators for Residential Public Service Facilities in Beijing. Standard configuration shall include library and gymnasium, and study and fitness place should be provided to the residents, while public space for communication should be provided (such as coffee shop).
3. Individual design
3.1 General provisions
3.1.1 The common property housing planning and design scheme shall comply with relevant laws, regulations, specifications, standards and the Guideline.
3.1.2 The common property housing design shall follow the principle of standardization, modulization and integration, plan construction, structure, equipment pipeline, decoration, etc. as a whole and fully consider the longevity and variability of residence use.
3.2 Area standard
3.2.1 Dwelling size design should meet the requirements of residential design specifications. The overall floorage of new project in six districts of Beijing shall not exceed 90 square meters while the proportion new project in other districts with overall floorage below 90 square meters in the total construction should be more than 70% and the maximum area of new project shall not exceed 120 square meters. The demands of two kids and the aged should be considered, and most of the dwelling size should be multi-room type. The proportion of dwelling size with an overall floorage of below 60 square meters should be strictly controlled.
3.3 Storey height and inner space
3.3.1 The storey height of common property housing within six districts of Beijing shall not be less than 2.8 meters, while that in other districts shall not be less than 2.9 meters.
3.3.2 The function layout of all dwelling sizes should be reasonable, and the areas of all functional spaces and the communication area should match with the overall floorage. The function division should be clear and reasonable and ensure cleanliness-dirt separation, dynamic-static separation and dry-wet separation.
3.3.3 The sunlight, daylighting, ventilation and sound insulation inside shall meet the relevant specifications and requirements; the daylighting and ventilation notches should not be too narrow, and the ratio between the depth and the width of mid-wall and outer wall of building plane should not be more than 2:1. Visual interference should be avoided between two houses.
3.3.4 The height of opening of external windows in living room, bedroom and other major functional spaces shall not be less than 1.4 meters.
3.3.5 The common property housing should have a balcony; waterproof measures should be taken for any balcony where a washing machine is placed. The balcony should have proper windowing form and opening dimension to have a good daylighting condition.
3.3.6 The common property housing should have hallway cabinet, wall cabinet, wall cupboard and other storage spaces, and shall take full advantage of the building structure, and use standardized and fabricated finished cabinet.
3.3.7 The place of refrigerator and washing machine should be reasonably designed in the common property housing. Central ventilation system should be set and conditions for air conditioner facilities should be reserved. For any works where solar water heating system has not been installed, the condition s for installing solar water heating system should be reserved.
3.4 Elevator
3.4.1 The public transportation layout in the building should be reasonable; the number of elevator(s) should match with the number of residents, and the place of elevator should be convenient for the residents. For building with at least 12 floors, at least two elevators should be installed in each unit, and one of such elevators should be big enough to accommodate a stretcher.
3.4.2 The floor (ground) of lobby, elevator hall and corridor in the building should be paved with ship-and-galley tiles or should be other rigid pavement; the wall of lobby and elevator hall should be paved with tiles.
4. Fabricated building and green building
4.0.1 The common property building should be a fabricated building and popularize and use BIM technology. Fabricated building system should be reasonably selected according to building height and number of layers and should comply with the relevant requirements of Beijing concerning fabricated building. Full decoration finished housing delivery should apply to the common property housing and fabricated decoration should be encouraged.
4.0.2 High-star green building and energy efficient building should be encouraged while the use of green energy saving and environmental protection materials and related technologies should be promoted vigorously.
4.0.3 The reclaimed water facilities for new centralized common property housing with construction scale of more than 20,000 square meters should be installed according to the Circular on Issuance of Application Guideline of Beijing for Reclaimed Water Integration System in Modularity House of Security Housing (2015).
4.0.4 Build intelligent community and generalize the use of intellectualized architecture technology. Integration of three networks should be fully implemented and WIFI full coverage should be realized in the community. Face recognition system should be installed and intelligent small-size public warehouse should be built on a trial basis.
5. Full decoration design
5.0.1 The program planning of architectural design scheme should aim at providing whole product of full decoration finished housing delivery and strictly implement the integrated design.
5.0.2 The design should be based on the principle of standardization and modulization, and the dwelling type should be controlled. The kitchen and bath standard module should be implemented, and indoor module should coordinate with building module.
5.0.3 The final status of finished housing delivery should coordinate with structure, water, heating, electricity and information, etc., and in-built and pipeline layout and facilities should be planned, coordinated and configured.
5.0.4 Component-assembly should be advocated, and the application of mature, safety and applicable assembly technique should be promoted.
5.0.5 The decoration of prototype room should be planned and implemented according to "trial prototype room”, “process prototype room” and “finished prototype room”.
5.0.6 The interior finish of common property housing shall not be lower than the standard in Form 5.0.6.
