To units and departments concerned:

In order to further standardize the work of examination registration for practitioners of construction enterprises in Beijing, simplifying the work procedure, improve the working efficiency, according to the relevant provisions in the Provisions on the Work Safety Management of the Chief Persons in Charge, Project Leaders, and Full-Time Work Safety Management Personnel of Construction Enterprises (No.17 Order of the Ministry of Housing and Urban-rural Development), the Notice of the Ministry of Housing and Urban-rural Development on Printing and Issuing the Opinions of Implementation of Provisions on the Work Safety Management of the Chief Persons in Charge, Project Leaders, and Full-Time Work Safety Management Personnel of Construction Enterprises (JZ (2015) No.206) and the Opinions on Practicing and Implementing Occupational Standard of On-site Professionals in the Field of Housing and Urban-Rural Development (JR (2012) No.19), now the work of examination registration for practitioners of construction enterprises in Beijing shall be adjusted, and the specific matters are notified as follows:

I. Object of examination

(I) The chief persons in charge, project leaders, and full-time work safety management personnel of construction enterprises in Beijing (hereinafter referred to as “three kinds of personnel”);

(II) On-site professionals in the field of housing and urban-rural development in Beijing (hereinafter referred to as “professionals”).

II. Examination conditions

(I) Conditions of registering for examination for three kinds of personnel in the work safety assessment:

1. They are in-service staff of construction enterprises whose industrial and commercial registration is made in Beijing;

2. They have established labor relations with their enterprises, received the annual safety production education training provided by their enterprises and are qualified;

3. They have physical and psychological health, comply with disciplines and laws and meet the age requirements for related jobs as provided;

4. The chief persons in charge of construction enterprises shall have college degree or above and have medium or above professional titles (except for the legal representative); project leaders shall obtain the registration certificate for constructor; full-time work safety management personnel of construction enterprises shall have received the technical secondary education (including senior high school, technical secondary school, vocational high school) or above or have junior or above technical titles, and have engaged in the construction management for more than two years.

(II) Conditions of registering for examination for on-site professionals:

1. They are in-service staff of construction enterprises engaging in businesses in Beijing;

2. They have physical and psychological health, comply with disciplines and laws and meet the age requirements for related jobs as provided;

3. They have received secondary vocational (senior high school) education or above, and have some practical working experience.

III. Examination materials

(I) Materials of registering for examination for three kinds of personnel in the work safety assessment:

1. 1 copy of Examination Entry Form (subject to official seals of their employing units);

2. Labor contract in original and copy (one for each version);

3. ID Card in original and copy (one for each version);

4. The certificates of college degree or above and medium or above professional titles in original and copy (one for each version) provided by the chief persons in charge of the construction enterprises (other than the legal representative); business license in original and copy (one for each version) provided by the legal representative; the certificate of receiving the technical secondary education (including senior high school, technical secondary school, vocational high school) or above or having junior or above technical titles in original and copy (one for each version) provided by the full-time work safety management personnel.

(II) Materials of registering for examination for on-site professionals:

1. 1 copy of Examination Entry Form (subject to official seals of their employing units);

2. ID Card in original and copy (one for each version);

3. Certificate of receiving secondary vocational (senior high school) education or above in original and copy (one for each version).

IV. Method of registering for examination

The method of online registration and field qualification audit shall be applied to the safety production assessment of three kinds of personnel or professionals, and the candidates meeting conditions need to log in the website of Beijing Municipal Commission of Housing and Urban-rural Development (http://www.bjjs.gov.cn/), entering in the office system and then in the examination and certificate management information system within the stipulated time limit, and after the online registration is completed, the candidates shall go to the “place of auditing the qualification for examination” to audit the materials of registering for examination within the stipulated time limit.

The candidates who meet any one of following three circumstances, upon online registration, shall be deemed as have been approved, without auditing the materials of registering for examination at the “place of auditing the qualification for examination”:

(I) The person who once participated in the examination organized by Beijing Municipal Commission of Housing and Urban-rural Development;(II) The person who has obtained the practicing qualification of registered constructor and applied for taking part in the safety production assessment of project leaders;

(III) The person who meets the conditions of registering for examination and whose unit information is in compliance with that recorded in the social security by comparison through the “examination and certificate management information system”.

V. Other particulars

(I) The employer shall be responsible for the authenticity of basic information of the candidates, and the Examination Entry Form shall be subject to the seal of its employing unit and signature by itself and the commitment that the filled information is true, complete and valid shall be signed; in case of the employer providing false materials of registering for examination, a notice of criticism will be circulated throughout the city and the candidate itself shall be given a one-year suspension for examination.

(II) In the process of conducting the examination and registration of the above-said persons, we have no cooperative relationship with any training institution, no training is to be organized and no training institution is to be appointed.

(III) The following documents have been annulled on August 22, 2017:

1. The Notice on Standardizing the Conduct of Training and Establishing a Class by the Commissions of Housing and Urban-rural Development and its Affiliated Units (JJF (2010) No. 226);

2. The Notice on Effectively Conducting the Assessment Work of Comprehensive School-running Level of Construction Training Institutions in Beijing (JJF (2011) No.271).

(IV) In case of any discrepancy between the prior notices issued by us and this Notice, the latter shall prevail.

This Notice shall be implemented from January 1, 2018.
