To commissions of housing and urban-rural development in all districts, Dongcheng District Commission of Housing and Urban Development, Xicheng District Commission of Housing and Urban Development, Construction Bureau of Economic and Technological Development Zone, all construction (development) units and all units concerned:

In order to implement the spirit of reforms to “simplify procedures, decentralize powers, enhance supervision, and optimize public services”, further streamline the administrative matters in the field of building energy efficiency in Beijing, simplify the procedures and improve the quality of services, in accordance with the requirements in the Notice on Declaring the Invalidation of a Batch of Documents of the Ministry of Housing and Urban-rural Development (No.1041 Notice of the Ministry of Housing and Urban-rural Development of the People’s Republic of China) issued by the Ministry of Housing and Urban-rural Development, now the matters of acceptance and record for energy conservation of civil buildings in Beijing are hereby cancelled. Relevant matters are hereby notified as follows:

I. From February 18, 2016, Beijing has obtained the construction projects with the project approval documents, and cancelled the matters of acceptance and record for energy conservation of civil buildings in Beijing.

II. Before the completion and acceptance of the construction projects, the construction unit shall organize the special acceptance of building energy efficiency according to the stipulations.

III. The certified and qualified construction drawing design documents shall not be changed on an unauthorized basis, and if it is required to be changed indeed, and involving the building energy efficiency, the construction unit shall re-implement the audit process of construction drawing design documents.  Such documents shall not be implemented until the review of changes in design has been completed.

IV. The construction unit shall conduct the construction in accordance with the certified and qualified construction drawing design documents and construction technology standards, and shall apply the building materials, equipment and construction techniques meeting the requirements of building energy efficiency.

V. The supervision unit shall make supervision in accordance with the mandatory standards for energy conservation of civil buildings.

VI. The Notice on Enhancing the Special Acceptance and Record of Building Energy Efficiency of Civil Buildings (JJC (2007) No. 972) and the Notice of Beijing Municipal Commission of Housing and Urban-rural Development on Adjusting the Administrative Matters of Special Acceptance and Record of Civil Building Energy Efficiency (JJF (2012) No.2) are abolished with immediate effect.

It is hereby notified.
